School Leaders to Consider Ballot Measure Survey

Second phase of project to gather sentiment of voters toward parcel taxes and bonds is up for discussion.

The Newark Unified Board of Education may vote  Tuesday night on whether to allocate funds for the second phase of a community survey on possible ballot measures.

The purpose of the survey would be to gather more information on whether Newark voters would support a district-sponsored tax, according to the board agenda.

The board meeting begins at 7 p.m. at the district office, 5715 Musick Ave.

In February, the school board learned of voter priorities through a presentation based on surveys conducted Feb. 1-13 by TBWB Strategies and Godbe Research.

Consultants found that Newark voters were supportive of funding programs that focused on improving reading, writing, math and science skills as well as upgrading classes and campus facilities to meet current safety codes.

The firm's representatives also stressed a need for public awareness about the funding necessities for Newark schools.

Tuesday's agenda is unclear of whether the district would seek a parcel tax or bond measure.

Parcel taxes need two-thirds voter approval in order to pass, whereas a bond measure needs 55 percent voter approval.

Revenue from a bond measure may only be used on facilities and equipment and cannot be used for teacher salaries. The history of parcel taxes and bond measures can be found in this .

showed that 67 percent of voters would support a parcel tax and 61 percent of voters support the idea of a bond measure.

The board will also name the 2011 district teacher of the year and 2011 district classified employee of the year. All nominees for each award will be honored.
