Samuels was known for his unwavering commitment to law enforcement, and for always confidently speaking his mind. Though he harbored a few controversial opinions - such as speaking out against the death penalty, being against law enforcement's use of Tasers, and giving driver's licenses to undocumented immigrants - most say Samuels was a remarkable human being, a good friend, and a valuable asset to the local justice system.
