COCKROACHES!!!!

We have been residents in Newark since 1985 and have never seen cockroaches. Now we have them all around the house, they are coming out of the storm drains. It's not just our house, it is all of our neighbors in the surrounding areas and blocks over on Mayhews Landing/Spruce street. We have heard that Newark stopped spraying the storm drains about a year and a half ago due to budget cuts. Do any other Newark residents have this same problem or have noticed it?
