More Parking Restrictions to be Placed Around Union City BART Station

Effective March 1, four-hour parking limits will be placed on segments of 10th, 11th, J and I streets to discourage BART commuters from parking there.

Shortcutting BART commuters who park in residential areas will soon have a serious question to ponder — is a $60 parking ticket worth the $1 you’re saving? 

Starting March 1, the City of Union City will implement four-hour parking restrictions along certain streets surrounding the BART station. The restrictions are an effort to curb over-crowding in residential areas.

Parking will be limited to four hours between the hours of 8 a.m. and 6 p.m., Monday through Friday (excluding holidays) on the following streets:

  • 10th Street from I Street to Decoto Road
  • 11th Street from I Street to Decoto Road
  • J Street from 11th Street to Railroad Avenue
  • The east side of I Street from 12th Street to Railroad Avenue

Though signage will be placed on March 1, there will be a 30-day grace period before enforcement begins, staff said.

Residents will be allowed permit parking. Stickers can be picked up at City Hall, according to staff.

The restrictions were approved at a Jan. 10 City Council meeting where several Decoto residents came to voice their support for the regulations.

“It’s not just an inconvenience to have the neighborhood packed in by the BART commuters, but we feel it decreases the margin of safety,” said Paul Ferrario, a 10th Street resident. He said cars encroach on drivers’ line of vision.

“It’s understandable they want to save a few bucks, but the negative consequences are too grave,” Ferrario added.

Ferrario’s elderly mother, Mary Ferrario, also supported the city’s decision.

“I just can’t get out of my driveway because cars park so close all day,” Mary Ferrario, 84, said. “I’ve had family, friends — elderly women — and there’s no parking. They have to park three blocks away, and they’re 75 to 91 years old.”

Parking is already restricted along 11th Street east of Decoto Road and on 12th Street between Decoto Road and J Street, as well as J Street south of 12th Street.

While city staff acknowledge that these previous restrictions have effectively discouraged BART commuters from parking in those areas, people have started parking on surrounding streets.

City staff will continue to monitor the area in the coming months to determine if additional restrictions need to put in place.

According to a staff report, future parking restrictions may be applied to the following roads:

  • 10th Street from H Street to I Street
  • 11th Street from H Street to I Street
  • The west side of I Street from 12th Street to Railroad Avenue
  • H Street from 12th Street to Railroad Avenue
  • Railroad Avenue from I Street to J Street
